Overview:
The Technical Lead is a position responsible specifically for leading, coordinating and implementing the technical operations of a project. They ensure the implementation and enforcement of change management, configuration management, and infrastructure requirements established by the Chief Technology Officer (CTO) and the System Development Life Cycle (SDLC). There will be no hands-on development/ programming.
This position will be specifically focused on the Data Center Modernization (DCM) enterprise project for new NJS environments. The objective of this phase of the DCM project is to work with each of the NJS development and application support teams to create application/system portfolios and requirements in preparation for migration from existing environment to new.

• Required to carry a BPA supplied cell phone/pager and work non-core hours when requested.

• Keep informed of technology advances and organizational patterns of use.

Sufficient to:
• Assume responsibility as a technical authority for leading, coordinating and facilitating enterprise and application design, implementation, operation, technical direction, and software support.
• Lead the coordination with IT teams to identify technical activities required to design, develop and deploy a technology solution successfully including but not limited to:
 Task breakdown and work estimation.
 IT system and policy impact.
 Inter-team coordination and problem resolution.
• In collaboration with the Project Manager:
 Delegate and assign technical tasks to the technical team (IT developers, engineers, QA, architects, administrators, infrastructure support, etc.)
 Prioritize and coordinate technical resources for the entire solution across applications and systems.
• Responsible for developing and coordinating with the appropriate technical experts to deliver the following artifacts compliant with BPA guidance:
 System Requirements Specification (Non-functional/technical section)
 System Security Plan
 System Design Specification
 Software Development Plan
 Data Migration Plan
 Decommissioning Plan
 Cutover Plan
 Service Level Agreements with integration partners.
 O&M Manual and Troubleshooting Documentation
 Asset Plan (or updates to Asset Plan)
 5 Year software plans and ensures COOP plans are in place and coordinated/communicated.
• Responsible for Change and Configuration Management:
 Communicate proposed changes that could impact other applications.
 Implement and enforce adequate change management and quality assurance processes and procedures.
• Perform long-range planning, system analysis, system and programming design, programming.
• Perform testing, peer reviews, prototyping, and client demonstrations.
• Assume responsibility for the integration of completed application products into the production environment.
• Ensure solutions are available and reliable, minimizing unplanned outages.
• Ensure all system implementation is directly traceable to documented business requirements.
• Manage the technical aspect of product selection to support project goals.
• Minimize application customizations and encourages business process redesign to accomplish requirements.
• Monitor technology ensuring that products and development follow BPA Standards and Guidelines and industry best practices.
• Act as a point-of-contact to troubleshoot issues.
• Communicate with a wide variety of technical and business experts in both individual and group settings.
• Collaborate with IT partners on implementation system and process rollouts.
• Facilitate data availability by coordinating report development, data warehousing, data stewardship requirements, etc.
